Starfleet's solution to this is to deploy a self-replicating, cloaked minefield over the mouth of the wormhole. Cloaking devices were prohibited (both in R&D and in use) in the Federation as a result of the Treaty of Algeron with the Romulans. Regardless of the fact that this happened in Bajoran space, or possibly included Klingon cloaking tech this was a cloaking device, produced and deployed by Starfleet personnel, being used for obviously military purposes. If we are to believe that this is acceptable because Starfleet borrowed technology from the Klingons or another power then it invalidates that whole clause of the treaty because Starfleet could simply commission a third party to provide cloaking devices. The use of cloaked minefields is obviously a very dangerous tactic, as we see in Enterprise, so I have a hard time believing that the treaty wouldn't explicitly bar it, if it wasn't already illegal due to some galactic Geneva Convention. If I were the Dominion in that position I would immediately begin agitating the Romulans to confront the Federation. How can such a seemingly flagrant violation of the treaty be allowed to happen?Edit: fixed some punctuation and capitalization. Starfleet might be using some loopholes here, and being damned blatant with it. The Minefield and the Wormhole don't belong to The Federation, they're Bajoran (the Celestial Temple remember) and the mines were cooked up by a Ferengi working for the Bajoran Militia and they were supported in their efforts the Klingon Empire. You could argue, if you were particularly ballsy, that The Federation was only marginally involved in the development and deployment of the cloaked minefield. Though I'd bet not many people would fall for it.Sure the Dominion could go and complain to The Romulan Empire, and I'm sure the Proconsul would shake his head at what a bad deal this was for the poor Dominion who only wanted to take over Cardassia, take over The Klingon Empire and destroy The Federation (is that some sort of crime now?) and then go back to not giving a crap. The Romulans knew full well The Dominion were a threat and couldn't be trusted, they didn't mind if they went and 'gave Starfleet a bloody nose' but they weren't going to join in, and they weren't going end up a part of The Dominion either. The whole thing would be a win - win for Romulus. They sit back let the rest of the Alpha Quadrant powers get crushed by the Dominion, and watch the Dominion drain its own limited resources and then sweep in, crush the Dominion and take over everything. It's a lot more than a secondary involvement, all Rom contributed really was the idea of self replicating not of the actual potentially treaty violating cloaking. This also brings me back to my point about how if this were the loophole Starfleet could just buy (or post scarcity bargin or whatever) cloaking devices off a third party. Furthermore all of the deployment happened on board a Federation warship (Tactical Escort technically) and was authorized and ordered by Federation personnel. Now I wasn't trying to imply that the Dominion would have driven Romulus to war but the fallout for Siskos carrer should have been huge. So it's likely Starfleet was fully onboard with this plan anyway, and pretty much ordered it. Seems a bit harsh to ask a man to do something impossible and then Court Martial him for pulling it off, it would be like asking an army to stop a blood thirsty invading horde by they're only allowed to do so by starting a change.org protest.
